SVG Bundes-Zentralgenossenschaft Straßenverkehr eG (Federal Central Road Transport Co-operative) informs you concerning the change to the toll obligation from 1 July 2024

From 1 July 2024, vehicles and vehicle-trailer combinations with a technically permissible maximum mass of more than 3.5 tonnes will be subject to tolls on federal dual carriageways and motorways. Vehicle-trailer combinations are only subject to tolls if the towing vehicle has a technically permissible total mass of over 3.5 tonnes.

Vehicles with a technically permissible total mass of 3.5 tonnes or less are exempt from the toll. This regulation also applies when such vehicles are travelling with a trailer. Trade vehicles remain exempt from the toll, but only if they have a technically permissible total mass of less than 7.5 tonnes.

Exception for skilled trades businesses

However, an important exception applies to skilled trades businesses: vehicles that transport materials, equipment, machines or handcrafted goods that are used, manufactured or processed as part of the company's own operations are exempt from the toll. This regulation, known as the ‘tradesmen's exemption’, applies to journeys that are not classified as commercial freight transport.

Which companies are affected by the exemptions?

The entitlement to an exemption from the toll depends on the journey in question and the goods being transported. According to the Federal Office of Logistics and Mobility (BALM), the exemption applies if the vehicle is driven by an employee of the skilled trades business and transports materials, equipment or machines that are necessary for the provision of services and work by the skilled trades business. Journeys involving the transport of handcrafted goods that are manufactured, processed or repaired in the skilled trade company's own workshop are always treated favourably. This regulation applies to all skilled trades that are included in the list published by the BALM, as well as to recognised trades that require professional training, the work profile of which is comparable to that of a skilled trade, including foreign skilled trades businesses.

Voluntary registration of skilled trade vehicles for the facilitation of controls

Skilled trade businesses, whose vehicles have a technically permissible total mass of more than 3.5 tonnes and less than 7.5 tonnes meet the criteria, can now voluntarily register online with Toll Collect in order to minimise the amount of toll control work involved and make the controls more efficient.
